Does the weather play into the course condition of a round or is it basically just cosmetic? Also while doing career is the weather randomized/changes or is it always sunny?

I don't think the rain or wind affects course conditions. I administrate our society and so when I want rain I will just choose softer conditions to simulate the effects of the rain. If I want the wind to be stiff I'll firm the course up. Slow greens in the rain, faster greens in the wind. A bit simplistic, but it works for us.

Not sure about offline career. I set the conditions individually, mixing it up for each event and every round.

Well, I adjust for the wind online, and it hasn't made a fool out of me too often. Okay, more frankly, the wind has never made a fool out of me: I can easily make a fool out of myself when playing, and it's unfair to blame that on the wind.
