Can't play, I keep getting an error

Everytime I open the game and go past the intro I get an "Error while loading resources" that list a bunch of DLC files missing that I don't even have installed because I bought none of the DLC.

so far I've tried:
Reinstalling
Verifying the game file integrity
Deleting my save file and cloud save files
Deleting everything and redownloading everything through update

nothing worked, the error remain intact
It's super weird to me because I managed to play once and beat the tutorial just fine but after that I can't open the game anymore

any clue how to solve it?
