Unable to leave Dreg Town

I started the portion when you return to the goop vendor to start the Niptulon bounty and I went down the elevator after going to the saloon. However, after messing around and exploring past spots I am unable to leave via the elevator I came in on. And attempting to walk back through the doors of Dreg Town the ground is missing and if you walk through you fall into the nothingness below. Quitting and restarting the game has no effect.
