FRAME RATE ISSUE

Hello!
i am having issues with frame rate in game. I noticed issues after I downloaded an emulator to play N64 and GBA. Once i tried HOL, the frame rate is terrible and the steam settings somehow cycle between 60-90 fps. Even if it lets me "disable frame adjst", nothing changes. Someone please help
