How random are the maps?

Am I right in assuming that most cities and locations are fairly set in the map with only slight superficial changes in the placement of cities and key encounter spaces?

the map is based on the spellforce canon map. but to answer your questions it seems like its citys and the area theme are allways the same. allmost everything else seems somewhat random.
