graphics and performance?

so i bought this game and, bro THE MOTION BLUR, its only me? i can move the camera without wanting to drop my last meal, and why about cape frames? 30? really?, also anyone knows about a engine.ini tweak to improve performance? and somehow DEACTIVATE THE MOTION BLUR

Yes, and game has constant ghosting and the worst input lag ever. Some part of the graphics are amazing other are horrible.
