Basic as in how? you can't really compare this to stellaris, that game is like reality in space mixed with Kenshi.
Sadly, you would be. It's not worth it right now at all if you have the original. It's the same game, but with some graphics improvements and minor changes to how some things function. A sequel in name only, it's a mediocre remaster at best.

Yes the 40$ covers the entire currently existing content, the premium is a content pass for future expansions.
Incorrect, major changes not the least of which is a brand new engine. There is a pinned post with all the changes and upgrades listed.
