Locking story progress to cyphers is a choice
Not a good choice, but it is a choice. A bit dumb you have to go back and play previous missions in harder difficulties to unlock more cyphers to unlock more acts. I'm guessing it is because the levels and whatnot are pretty short so they're padding it so it takes you longer than 2 hours to beat it for that steam refund.

Game is fun otherwise, really dig the gameplay and retro look.

I don't think it would be so bad if they were unlocking other things.

It's the fact that it ONLY unlocks progression that's what makes it blatantly feel like a "No Steam Refund for you" measure. Were there other bonus features working with the cyphers, then it would feel fine. Just a method of unlocking more content based on completing prior content.

Personally I feel like hiding the challenge mode missions behind the mask shootables to be the weirder choice when paired with the cyphers. Because, they give you the pictures to find them in the levels, and the challenge mode mission variants are actually pretty fun, so the dev WANTs us to play them I think. So why do a collectible hunt for them?

Multiple methods to unlock multiple things is kind of like having multiple currencies in a video game. It's kind of a hassle, and unless you want to create that hassle on purpose (like, you're trying to be "realistic" in an RPG or something because multiple currencies exist in real life so they're going to be in game setting etc) I just don't really get why you'd want to do that?
