How do you get the black madonna in Remegan

I cant craft or buy the black madonna. am i missing something

From recollection, it's on the ground close to the character that talks about it/generates the task.

When you crossed the bridge, go to the train station and through to the platforms. On the other side of the rails, opposite the platforms, you will see a man standing near a stone cross/memorial. Talk to him and he will mention his plan to build a chapel. You are now free to collect the madonna statue standing near him.
