Personally, I find steps to be by far the most generous resource. There have only been a couple of times I actually ran out; it's far more common for me to have >50 steps left but be out of keys or be presented with only dead end options. Resetting is necessary because eventually you will run out of options, or you'll find that you need to arrange rooms in a different pattern to accomplish a goal. While I do get frustrated with the RNG sometimes, it wouldn't be possible to change that without fundamentally changing how the game is designed; and I don't think giving a player unlimited steps would have any meaningful effect other than causing some players to waste time combing over their manors in excessive detail, convinced they're missing something, when they really just need to reset and try something different.
You can get to the 46th room in one day, with a LOT of luck and knowledge from previous runs. But you would miss out on so much else of the game.
Resetting the mansion is a core mechanic of the game and a requirement. I strongly advise you to not try to work around that. You don't want the same over and over. You want to have new configurations.
