Thanks, so it actually is Steam's package management not linking to the right content.
I asked Bandai Namco about this issue this morning and have been advised that this should now be resolved. You should find that there is a game update available (it should start automatically) and that once this is complete, the full game files are in place and available as they should be.

Does this error persist after verifying the game files?
If so, does it happen in both the DirectX 11 and DirectX 12 launchers? Any additional information that can be provided would be helpful.

I've tried clearing my download cache and selecting different download regions (all requiring restarts of Steam) and it still isn't doing anything other than downloading dummy.txt, but it could be that backend updates by the publisher take time to propagate through Steam's infrastructure. As far as I can tell this is only affecting people who bought the Season One bundle and that specific class of Steam key, if they bought it standalone it seems to be okay for them.
It's Turkey Day over here so I'll check back after the festivities and let you know if anything's changed. Thank you for being on point with this!

I'm sorry to hear this - are you seeing any particular error message? Are you attempting to install the game from scratch, or have you checked for the update and haven't found one?

If you'll pardon an imgur link, here are screencaps of everything I see between TDiM's install page, installation, the contents of the installation directory, and what happens when I attempt to run the application. I've also included a screencap of the AppID and BuildID that my Steam account has registered under its entry in my Library.

For some reason my redeemed Season One bundle key seems to still associate TDiM with an incorrect Steamworks depot ID, so it downloads an incorrect set of files. I've attempted reinstalling, verifying local game files, changing download servers, clearing Steam's download cache, restarting Steam, and restarting my desktop. I wonder if, for a copy of TDiM purchased standalone, does it have the same AppID?

I'm pleased to say that Bandai Namco have confirmed to me this morning that any lingering issues with the Season 1 Bundle downloads should now be resolved as well as the individual game downloads.
Can anyone who was affected by this issue in this thread please try again to download and install the game? You should now find that the complete game files are now installed.
Some players have reported that their antivirus is, for some reason, flagging the game .exe - if this occurs, please try adding the game .exe as an exception, and it should then start up properly.
