Forza Motorsports are Sim.
Car handling here won't require you being a professional real life driver to play it and win races.
And yet cars here are totally not some bricks of soap on wheels requiring you just pressing ''forward' button to win all the races.
Driving on it's own is somehow enjoyable here.
On progress perspective, Forza Horizon works differently compare to The Crew or NFS, you don't need to worry about the performance of your car, because each race, performance of cars from AIs will be adjusted to your current car, so you can drive whatever you want with fairness, as long as the race allows it. The only progress you have is the story progress and car collection.
On gameplay perspective, Forza just feels different. once you're addicted to it, you can't go back to The Crew or NFS.
Physics wise its realistic, visually super realistic. Driving model isnt proper sim, but its infinitely more realistic than what you can see at actual "arcade" racing games like latest Grid or Dirt 5. Horizon is basically a hardcore racer compared to the garbage arcade racers xD
The former would say it's a lot more sim than arcade, the latter would call it's more arcade than sim.
But honestly, if you play with a Xbox One controller, Forza Horizon 4 and Forza Motorsport 7 are the best racing games you can play on PC.
It's better to get the Xbox app version though, Xbox controller support is a bit weak on the Steam version.
Maybe it's gonna be fixed in FH5, but there's no way to say at this point.
Handling isn't nearly as punishing for unexperienced drivers like it would in simulation games, but you can still lose control of a car by driving too agressively.
