where do you get the blue dye recipe?

I have fully upgraded the dye/studio as far as I can tell. There is no recipe for "blue dye" being sold by her. I have all other dyes. However, I cannot make blue dye... I'm not sure if this is a bug or if you obtain the blue dye recipe somewhere else. Thanks.

You can find the blue dye recipe at Fiola's shop, BUT it isn't always available. Check her shop every day and eventually, she will have restocked the item.
