It's recommended to make a new save because of that.
I've never heard of cheats making the game unwinnable, I messed around with cheats on console back in the day and never 'got stuck'.
I think it was only in certain releases, but it was definitely in mine. It's a famous bug where entering cheat-codes causes a certain mission in the last third of the game to become unwinnable (when the rapper, I'm blanking on his name, is about to commit suicide from the roof of a casino). I had the game on PS2 years ago, and couldn't actually finish the story due to that particular bug, after I'd already been using numerous cheats since the start of the game.
