I’ve followed the mission path carefully—from Intensive Care to Saint Mark's Bistro. On the Four Dragons Casino line, everything was completed too, from Architectural Espionage to Up, Up and Away!.

And here’s where the issue started. The Breaking the Bank at Caligula's mission, which should’ve been a climactic moment in this storyline, never appeared. I even finished the game, but the mission remained missing. It felt like I missed something crucial, but after rechecking everything, there were still no clues.

The question is, what went wrong? Did I skip something essential, or is this some sort of bug that needs a specific trick to fix?
