Press either your 'HOME' key or if you're on deck/using a controller Press (Back/Select) and (RB/R1) at the same time. (you have to be in the game to do this, not in the launcher)
I gave both options on that depending if you're using an xbox or ps controller.
Go to settings and enable the cloud option.
After you do that for both, go into the documents of the either the Steam Deck or PC, whichever you're trying to get the cloud save to link to, and delete that folder.
V:\Users\Documents\Rockstar Games\GTA San Andreas Definitive Edition\Profiles\**
When you open up the game, Rockstar Game Launcher will ask you if you'd like to enable Cloud Saves, hit enable and you're good to go.
It sounds like I'm giving unnecessary steps, but I just spent a good hour doing messing around with this dog water feature and that's how I got it to work, with these specific steps. It's annoying af.
Go to My Documents > Rockstar Games > GTA San Andreas Definitive Edition > Profiles and copy the folder with your saves.
Then, copy this folder to your Steam Deck using Syncthing or a similar tool, and paste it in the following directory on your Steam Deck:
Home > (enable "Show Hidden Files") > .local > share > Steam > SteamApps > compatdata > 1547000 > pfx > drive_C > steamuser > Documents > Rockstar Games > GTA San Andreas Definitive Edition > Profiles
It took me 2 hours to figure this out, and now it only takes 10 minutes for you :D
I noticed that while Cloud Saves were enabled on my Steam Deck, for whatever reason it kept on being shut off on the PC side despite the fact that I kept turning it ON when I had brought the Rockstar Launcher in-game menu. After a while, I realized that there's a certain file that keeps the Cloud Save settings, and apparently I chose to NOT have cloud saves enabled in my initial choice.
The file was titled "cloudsavesdata.DAT" and is found in the aforementioned "C:\Users\Documents\Rockstar Games\GTA San Andreas Definitive Edition\Profiles\**"
Chances are, all I had to do was delete that DAT file and have R* Launcher recreate that file only the next time I booted. I went ahead and followed Art Therapy's suggestion via his post, but with one or two additional steps, and and got it working no problem.
I didn't fully delete the folder, "C:\Users\Documents\Rockstar Games\GTA San Andreas Definitive Edition\Profiles\"
Rather, I moved the "profiles" folder to my desktop in order to keep my saves, but deleted it fully from the "San Andreas" folder. I then launched San Andreas in order to get the cloud save prompt come up. When It asked me to enable cloud saves, I selected "Yes, enable." I backed out of the game, went to the newly (re)created "profiles" folder that San Andreas made, went all the way into the last folder in there (the folder inside the "profiles" folder and is titled with numbers & letters), and then just transferred my already made saves over to the newly formed folder from the folder I had saved on my desktop.
I was then able to access my saves on the Steam Deck via Cloud saves with no issue, and there wasn't anything else I needed to do going forward.
And yes, as Art Therapy stated, it IS annoying, but luckily it's working now.
Go to:
C:\Program Files\Rockstar Games\Launcher\Profiles\755F56E4\
Delete (and make a copy if you want) of Cloudsavedata.dat
Reopen the game.
