Gambling Skill Not Going Up

So I don't know what I'm doing wrong, do I have to wait until a certain point to raise my gambling skill? I've done the mission with the guy on the hood of the car and went to work on my gambling skill after that. I've won 15 games of $100 roulette max wagering every time and I'm still at a gambling skill of 0. I'm trying to get the lucky spinner achievement but you can't play wheel of fortune until you unlock $1K wager access.

Update: Nevermind figured it out. Looks like you have to play video poker first to start leveling gambling skill. Then you can do it at roulette tables. No idea why roulette tables can't start the leveling initially.

it has nothing to do with starting it with video poker.

you just didn't wager enough money at first.

it takes like a total of 5 grand in bets to level up the first time.

you don't actually have to win either, i leveled my skill to max just using the roulette tables with safety net bets, (bet half max on red or black, then put increments on other color numbers until all your bets have been placed, if it lands on the number you get a big payout, but if it lands on the other color you get your entire amount of money back,)
