choppy stuttering framerate
decided to try this again, since it's been out for a couple years and hopefully some bugs fixed, i dont care if characters look cartoony or other cosmetic differences from the original, but i started III and the choppy stuttering framerate makes it unplayable. im assuming the other 2 are just as bad. what can i do to improve this, without putting all the graphics settings at "low"? there's no reason why my pc shouldnt run this smoothly with all settings maxed out. my stats are below:

i7-4770k 3.50ghz cpu
16gb ram
nvidia geforce gtx 1050 ti
AOC 2752H monitor
windows 10

where do i add this line, if i'm using the rockstar launcher

i made a shortcut to the exe for gta 3, and added the -dx12 to the launcher, but same results. then i dropped ALL my settings down to 'Low' or 'Off' and the game is still just as choppy and unplayable. i'd like to know whats going on, this is ridiculous.

Go to Options, display setup, advanced, turn off frame limiter.
