If you want proof that mods work, check my screenshots for the game. There you'll see different lighting and different textures, as well as a lack of a waypoint even on missions. Even achievements still work, as I've had my game modded from the start and have a few. You can test that for yourself by drowning after making sure you've installed a mod correctly.
Aside from that, I've claimed that AI is ♥♥♥♥♥♥♥♥... which is a fact. They're much more accurate than in the original game. You'll see Reddit posts stating the same thing. Check my review for the game. What's inaccurate there? All of that has been widely discussed in videos. Another post I've made has asked about blue objects appearing. Again, Google it and you'll see that others have had the same problem (fixable by not using DX12). Today I asked if skills improve faster than the original game. I'm not sure that's a fact, hence why I asked. That's not a claim. That's a question.
Lastly, why would there be a dedicated mods folder in the game's directory if mods weren't supported? The issues people are having are likely due to trying to run CLEO or they've been made redundant with latest patches. None of the mods I've used require that or anything similar and are almost exclusively visual changes only. Apparently, and I'm not sure whether this is true or not, but any mods that requires overwriting other files doesn't work. None of mine have required me to do that.

"AI is aiming much better" is a fact. I have hundreds of hours on the original game. I know what I'm talking about. And I've already given you proof. I'm not the first to have mentioned this. Do some basic research and you'll see others echo the same, with explanations on how it has changed. Want a side by side? Restart the checkpoint at the combine harvester thievery bit where the enemies are wielding those bolt action rifles and see how long you last without a weapon compared to the original. It's a significantly harder section if you get out of your vehicle whereas before it's very doable.
And, again, "skills increase faster" was not a statement of fact. It was a query. I was asking if that was true or not. How are you incapable of telling the difference between a statement and a question?
Your definition of a brainfart is irrelevant. I've mentioned all of my posts in my original comment and explained how they're all valid and reasonable. I even provided visual evidence for one of my claims. You've yet to pose a valid counter-argument disproving them. But sure, block me for standing my ground. How pathetically childish. Mods do work on this. GTA:SA mods don't, so people re-made new ones for GTA:SA - DE. They're on NexusMods.
Some of them don't work because they rely on a script that the developer hasn't updated for the steam version yet, but most do.

It's a shame the modding community for this game's dead. Thanks, Take Two. There's been like 3 mods uploaded to Nexus since the trilogy came to Steam.
