Is it possible to run mods on the steam version? I Have tried a few and nothing seems to work.

For the original classic version? You need to downgrade it, first. For the "definitive" hot garbage? Mods have compatibility issues and "upgrades" to the game break them even further.

You can put your mods (*.pak files) in \Gameface\Content\Paks\~mods folder (~mods does not exist, so create it).

Rockstar don't care if you mod the single player games, they only care if you mod multiplayer.
