if its anything like the 1.2 version of SA, it would be near impossible to re-enable it without downgrading, which would be a hell of a task

it was never meant to be in the code in the first place, it got removed entirely from the game because it was legally required or else they would be stuck with an AO rating. Some people just still had the original copy of the game and redistributed the files. This being a completely different engine, unreal vs the original Rage engine, you would be making "hot coffee" from scratch.
