can i get this without using the cone crazy glitch and just using the tank to grind on vigilante mission? i just need million dollars and the rating right

More than an hour. I think it happened when I reached almost 200th vigilante level.

i did reach like lvl 50 twice but got busted each time so will it count? i still have all the money i earned from that because for some reason cars kept spawning in same place

It will count but very little because most point are received with latter vigilante levels.

If you don't want to grind you can search for a save file with already grinded levels I guess.

will take (significantly) longer but if you're not able to get much past 12 in brown thunder without dying you can park a car in a garage and rubber band R2 down and grind the rep that way. this requires 100% completion where you get infinite ammo (or a cheat). Mine is grinding away while I'm at work.
