Leaving the town only locks the farmwork loop action and some of the upgrade actions that mention it that they get locked when leaving the town, like the ones where you go wolf hunting with Norn. So usually you should do it pretty soon once you can do it.
Oh, and also: the bully probably just wants pork from you, so again, just equip the orc for more pork max (or first level and seed him more if it's not yet enough) and complete the last 2 steps with him too.
And that you have more current than max gold is probably since you had the Orc in your party and then removed him, lowering your gold max from 300 ... or I guess maybe 282 if he wasn't at max level, back down to 240.
As I said, to get above 300 max gold, aka enough to complete the chef quest, you need to kill and summon new monsters from the forest.
Drooling Monkey located in the Forest gives +114 max gold and +0.4 gold regen.
Ghoul in Sewer gives +216 max gold
The game gate keeps progression with monsters.
