Summon Familiar Speed

I fear I am being monumentally stupid, but can someone please define what Summon Familiar Speed actually is?
I've been assuming that it is a modifier for how fast the summons in the party attack when it is their turn, but I cannot find an actual definition anywhere and don't want to keep investing Will into it if it is something different.

Someone also correct me but from what I found. Under Routine -> Familiar -> "Summon
Familiar" at the very top. I am assuming it effects that.

This is correct.
As far as I'm aware the only Routine that affects attack speed is the Warrior tree's "Optimisation" and that only affects summons with the weapon attribute, such as the Orc.

Ah, now I understand! Thank you both for explaining this! Somehow the wording of it confused me but it's crystal clear (and painfully obvious) now you've explained it.
