The Soup Kitchen thing is annoying, the short version is you are locked out this reincarnation.
There are actually 2 fish Soup Kitchen upgrades, depending on whether or not you've beaten the tournament, and they unlock different paths. Before beating the tournament, there's no Fenia requirement, but you won't get the ED5 plot-relevant Orphanage stuff. If you beat the tournament first, the base upgrade is replaced with that one, which also needs a Fenia conversation. The annoying part is the timing: the Fenia conversation is unlocked by "Go to the Guild" after Coastal City, but it's LOCKED by "Go to the Guild" after Moon Forest. If you've already cleared that one, the quest will never show up, and the questline is dead.
