You won't need the dragon unless you plan to switch to magic and chances are, if you haven't unlocked this dragon yet, you probably haven't unlocked Advanced magic spell books.
It's magic which requires Rank 50 and 250 inspiration to just unlock one.
Edit: On a side note, if you really must farm it, switch to Tamer and up your research drop chance.
It is rare. And maybe you are not killing it all the time (number in Beastiary is the amount of kills, but it does not show how many times you've met it), make sure you are stronger than an average monster that you meet there before you farm it (preferably kill Scarlet Dragon first, farm it and then come back after the Silver Scale Dragon). You may need those stat boosts that it gives if you go to the desert but other than that you are better off rebirthing and farming it next time (with Tamer or much better stats). As Eythen said the dragon is not necessary for anything (it is useful because it boosts attack a lot but still not very necessary).
I just checked it out. That quite the boost!
all rares can appear on the first floor of their respective dungeon, and they always appear allone, so the enter exit strategy works and you can easily see if only one mob spawned that it is the dragon
and there is a shortcut for leaving a dungeon, its "d"
Just hover your mouse over the dungeon and the other hand on the "D" key.
If it is not a single mob when you enter, exit right away by pressing D and click on your mouse to re-enter.
Just be aware that if you have attacks that drains MP or Stamina for example, you might run out as it register one attack as you enter, so doing this a few times might leave you in a pinch :)
