If you found Desperados III significantly less fulfilling than Shadow Tactics then you might want to wait for this to be on sale. There's a demo you can try which does showcase several of the new characters who all have a mix of familiar and new skills which might help you make a decision.
There are definitely more changes in Shadow Gambit, but I don't think they are for the better, and they still work with the same core gameplayloop.

I call it B.S. since Desperados III had no Woke Artstyle or Characters and it was way better than this Circus. It's obvious why.
I find it more forgiving than Shadow Tactics but i'm still having a good time playing it
