Kinda foolish to bring out a game which few people can play. Often the goal is to make the game playable and look good on as many pc configurations as possible.

So, an ancient Athlon 5350 is recommended and the Ryzen 3 is the minimum? Sure.

it's going to be on ps4 xbox one so.. if you have at least an i5 8400 and a 1050ti you should be okay for mid preset 60fps

The game will run on last gen consoles so it probably will be normal spec requirements like a recommended will probably be a 1060/ quad core if I had to guess.
