Well for one, you dont appear to need FSR, so i would not use it.
It only make sense to turn on FSR if you get a big gain in frame rates
which you are probably only going to get if you enable dynamic resolution also
and i dont think it would be worth your effort.
Your FPS are going towards rendering the ultrawide resolution and its large pixel increase
Native 4K max settings, no RT, 101 fps (with RT 61 fps).
4K FSR 2 Quality, max settings, no RT: 103 fps (with RT 59 fps).
My GPU isnt being fully utilized all the time.. So its probably because the CPU is holding back the GPU.
When the CPU is the bottleneck using FSR or DLSS wont give you any more fps.
With RT on, we know that the CPU really only fills up two cores.
I wasnt expecting there to be a CPU bottleneck also at native 4K, because I never testet it.
I would say that with RT on its poor CPU utilization from the developer.
At native 4K its probably also poor CPU utilization or its just a case of your CPU not beeing powerfull enough for the GPU.
My 4090 is to powerfull for my 7950x in many games at 1440p. And in some in 4K. Or you can say that my 4090 has exposed poor CPU utilizations in many games.
We need more powerfull CPUs and developers to be aware of Cpu underutilization.

The tech is platform agnostic. OP could have one of the intel arc cards and that facet wouldn't matter.
The game not having DLSS isn't relevant.

now the game's engine (or implementation of) may be
they did kind of make it with the intention of 30 and 60 fps and i am not sure if they have really put anything into optimizing it to purposely run beyond that? just to try to maintain that.
Which i mean is fine given that it is a single player, not exactly shooter game.
That is normally what i run it at and freesync the monitor to it.
Makes it feel much smoother that going from 140 fps to 75 fps and back.
60 fps is smooth, when it is constant, banging from 140 to 75 and back may be higher FPS
on paper, but the effect is jarring, like slapping your brakes on the highway and eating the dashboard.

could turn fsr off entirely and use their equivalent to RSR instead?
