Not much replayability is not helping.
Touché. Correction : MOST people...
thats not consistent, it drops below 500
It's only multiplayer games where drops in concurrent players becomes a problem as it means the people playing have trouble finding matches which then makes them less likely to play and so it creates a feedback loop.
It is a single player game
And it plays even without an internet connection
Player counts are totally irrelevant, it does not matter how many people are playing at any given hour.
If you are looking for a multiplayer match of Callisto, you are doing it wrong.
You dont even seem to know how to make use of the chart
It is a SINGLE PLAYER GAME
So if chart says at a given hour 500 people are playing
That is 500 individuals
Seeing as most people do NOT sit and play 24 hours per day
if it keeps showing 500 people, all day, most of those are not the same people as at 8 AM
So that means that there are far more than 500 unique individuals playing throughout a day.
The game is actually looking about normal for a single player game.
There are certain iconic single player games to have huge numbers per day
they are not the norm
There are also certain very good single player games that have less.
But, they are single player games, so the number of people showing as online and playing means nothing terribly useful
dying light 2 came out last feburary, has about 5 times the ammount of players compared to callisto
Dying light 1 and 2 are multiplayer focused open world looter shooters. They're not the furthest from this game but they're getting there.
You need to look at games that are single player story driven experiences.

DL2 is MULTIPLAYER
I would hope to hell it has 5 times the amount in game at any given time, or the multiplayer part is dead.
TCP has 0 multiplayer content at all, Zero, Zilch, None.
It also does not even require to be online at all except to validate game license every few weeks, so no one playing it who has no present internet connection would show up at all
even if there were 10 million of them.
FWIW there are 722 people who are online, that are running the game, in STEAM
no telling how many are playing in epic, or xbox or playstation.
The game is not a Steam Exclusive, nor PC exclusive, so the numbers mean jack
and, it is a Single Player Game, so numbers are semi useless anyways
