Some people will tell you to run the Windows HDR Calibration Tool (Search the Windows Store App for it, it's free).

Some people will tell you to go to your GPU settings and change your color depth to 10-bit.

Some people will tell you to delete the .ICC file/Color Profile for your monitor.

I personally did the below and enjoy the much darker HDR look. I have WAY more settings if you like what you see.

Go to the Engine.ini file, located here %LOCALAPPDATA%\CallistoProtocol\Saved\Config\WindowsNoEditor

Add these lines to it (only add the [SystemSettings] header if it's not already there):

[SystemSettings]
r.TonemapperFilm=0

Save the file.

The game will look very dark, turn up the in game brightness about 10 clicks, hopefully this helps.

GL, the game looks amazing when it's properly 'dark'...

Use this and fix black level raise and to dark lighting in general (with settings for an OLED display).

https://www.nexusmods.com/cyberpunk2077/mods/284

Settings:
Hdr_Fix_adapt
Luminosity: 0
Shadows: -0,250
Saturation: 1.3
Dont change Cyan, Magenta and Yellow.

In-game settings:
800 nits (LG CX OLED cant show higher HDR brightness)
Brightness slider: All the way to the right and than 20 clicks left (10 clicks to the right from neutral).

Display: 65" LG CX Oled.

Could this work the same way in my LG C1?

Yes, it should. My LG CX Oled is very similar to your C1 OLED.

I get perfect HDR and looks very good especially if I play in an almost dark room.

I use HgiG (not dynamic tone mapping).
