I may be wrong though.
I got the upgrades myself and I think it shortens the delay by like half a minute, though even then it's give or take 3 minutes at 2nd highest level.
It has a normal timer though, I've invested into the glove early on, since dealing damage without using ammo is kind of important on MaxSec and sometimes would simply wait for a bit while the battery recharges after clearing out a room.
I'd suggest to focus on damage and capacity first. Damage is obviously great because it gets you a free hit in and capacity allows to eat through less batteries in your inventory, if you even find any to begin with. Which in turn saves you ammo. I'm currently sitting at comfortable 70 rounds total for 2 weapons on MaxSec.
