Stutter and fps drop work around/fix
There are few things that are tanking the performance and causing random stutters and fps drops.

1 turn off vsync - it is poorly implemented
2 turn off depth of filed - it is poorly implemented
3 turn off motion blur - it is poorly implemented
4 do not use windowed mode, use fullscreen
5 do not use raytracing - it is horribly implemented
6 do not use dx12 - it is horribly implemented (use dx11)
7 Open config

file:%localappdata%\Local\CallistoProtocol\Saved\Config\WindowsNoEditor\Engine.ini
Add this at the end of the file:[/script/engine.renderersettings]r.CreateShadersOnLoad=1

Right now shader cache is being created in real-time everytime you encounter new VFX, this should be a fix. This this worked for me, I only have small freezes each time new location loads in (like after an elevator)

It is not like the games run now with no problems at all, after this settings,
but all this can make the game actually playable.

I am on:
rtx 2070
ryzen 3600x
32gb ram
ssd
1440p resolution

And noticed insane improvement in performance (not perfect)
I also suggest to everybody to get a refund, send a message, vote with your wallet.

For all poor souls who can not refund any more maybe my research will help.

DX11 actually tanks performance, play with it until you reach a section where your FPS is ♥♥♥♥, then save and restart the game with DX12 and you'll see.

I played 50 minutes so far +-
half on dx12 half of it on dx11,
dx12 was unplayable for me at all times.
I guess amd nvidia intel combinations are a thing.

It's different for a lot of people it seems. I can wait for a day one or day two patch.

Your suggestion is like asking owner of a super car (let's say Lamborghini Huracan) to go 60mph on a race track to make sure everything work fine.

Technical performance issues happen to most game on release but it can not be solution to revert back to old tech from years back, ie. DX11. I bought a new gaming PC in order to play games with amazing graphics and utilize latest technology such as RayTracing.

I'm playing in 4k with High presets and RT enabled in near-stable 60FPS. However, there are significant stutters when transitioning to new areas or when game loads new assets such as 3D holograms seen for the first time.

I played the start of the game on dx12 (when stuttering from compiling shaders is the worst) then switched to dx11 and played for like an hour and a half until I realized my FPS lows were WAY lower than when I was in DX12, I was in a room getting 40fps, I restarted the game with DX12 again and was getting over double that. 2-3 hours into the game and the stutters are almost completely gone because most of the shaders are compiled by this point and I'm getting an average of 100 fps now. I have an 8700k and a 3080ti

you have to understand that ray tracing is one of the biggest scams of the new "generation" of console/pc. With current technologies, adequate performance cannot be expected with lighting that, on balance, does not change the cards on the table in such a radical way within the experience.

It's all marketing created by Nvidia to justify the sale of their vido cards, you need to wake up: RAY TRACING is not NECESSARY right now :ffxiichocobo:

This has become the norm for AAA releases AND has to stop. Day One Edition with Day one multi-patches needed. I have requested a refund and not even installed it. I'll watch it on youtube, prob will buy GOW Raganarok on PS5 instead now.

I play just about every game I can with ray tracing enabled as long as i get over 90 fps. It's not necessary for sure, but it's a nice to have when you have the hardware headroom.

I am limited by hardware (no 4K capability) so here are my settings:
Win 10, R7, 3080, 32ram
V-sync: on
Fps: 60 or Unlimited
DX 12
Fullscreen, 1080p, HDR disabled
Shadow/Particle HIGH, Volumetrics Medium, RTX enebled, RTX reflections Medium
Effects: DoF Enabled, Motion Blur (dumbest invention in gaming history) Disabled
Film grain off
Upscaling: Temporal, Mesh/Texture/Filter Quality all HIGH

I get 59 FPS, some fps drops to 30-ish during cut scenes or turning around quickly, crashes to desktop stopped after taking FSR 2 off. Also if I haven't mentioned some settings it is because I didn't change them at all.

I vote for refund, this is for people who can not refund anymore.

is irrelevant for packaged game it also does not address the meme issue of "compiling shaders every frame" people complain about. ShaderPipeline is responsible for PSO cache and it is only available in D3D12 on UE5.x, UE4. which CP uses, does not have runtime optimizations for it.

As for the rest:
]1 turn off vsync - it is poorly implemented

UE has at least 3 (THREE) different syncing methods, it is implemented just fine.

2 turn off depth of filed - it is poorly implemented
3 turn off motion blur - it is poorly implemented
Those dont contribute much to performence.

Your best bet is to use DLSS or FSR for noticeable perf. gain. and dsiable some shader stuff like SSGI and SSS as well as lower down shadows.
