But yeah, this encounter was the weirdest for me as I tend to never buy ammo in these types of games, preferring to spend the resources on upgrades. Also since most every game with "survival horror" mechanics tends to give you ammo and healing items prior to a boss/mini-boss encounter. While this time they just gave us money to buy ammo.
The way I got through the fights is to wedge myself into a corner or against a wall so I could stay in melee range and actually hit him with my baton after dodging. It's only safe to do that after certain attacks of his and it involves a lot of repositioning, but it can be done.

This isn't the specific fight you were talking about, but it's a fight where I had to finish him with melee and it shows basically what you have to do. Maybe it'll help.
Regardless, a lot of this games combat is very poorly thought out.
So yeah, I purchased the ammo and killed it. Such design, very smart. They could have placed several boxes instead there with ammo like before the first twofaced fight on the platform.
