Wishless Resting Place question

There is a small tomb directly to the left of the entrance in the upper section. It is encased in a thing that says it needs a button to open. No amount of shooting at the button on the inside will trigger it, so what am I missing?

This confused me too. I never worked it out even after fully clearing out the rest of the area and boss fight and secrets.

I was hoping that joining the cult would grant access, but nope (unless you gotta to the constellation/candle puzzle correctly? I haven't done that one right yet... or perhaps the spinning tombstones? I don't know)

Constellation just has an item reward, it wasn't anything major.

I'm assuming it's a bug and you are meant to be able to shoot it.

I worked it out, next to the wishless resting place entrance, there's graves. Digging up one of them should open a hole that allows you to go down into the room.

I still think it's weird that the button doesn't activate when shooting it, because that's inconsistent with the rest of the game.
