Houses capacity...
Good day.

Some wierd thing about houses. No matter how many or advanced are built, people always lack housing. Even if some houses are half-full, or have one ore two dwellers, citizens won't move there, they will only move to new built houses. Is this how it's meant to be?

Perhaps it helps if I give some detailed explanation on this: houses are populated by families, not by individuals until entire capacity is full. Each family will occupy one housing unit, they will get children along the way, then these children will one day move out, find a spouse to form another family that will occupy a different house...

Will a death or desertion of a spouse trigger the remaining spouse to pair up again, or they remain single in the house?

In time, they should pair up again. Just like newly accepted immigrants will also attempt to pair up over time...

I thought that might be a reason. In that case - is there any point on building large houses?

Large houses, or upgraded houses are useful for increasing overall hapiness, not only as basic source of housing. Shelters, on the other hand, are meant to be used as quick solution for basic housing in case you get a sudden influx of new citizens (like from immigration). But, while in shelters, people will not pair up, will not have children and will eventually get unhappy and might leave the city (sometimes, if everything lines up in such a way, it is possible to have a dramatic increase in population so arranging your city to temporary clamp of population increase can be needed)...

I'm trying to have my people move about their day most efficiently. Is more efficient to have a Forester's house right next to the Forester 's building in the woods or just outside the Forester's work circle so as to not waste tree growing space. Or should the house be put next to a small storage depot that is on the road back to Town Center. Or in the town "neighborhood" as the forester person would have to go there eventually for cloths, candles, etc.

Placing Foresters house is optimal within at least part of forester's circle. Just don't pack other buildings right near it too, in order to reserve some space for planting. Initially, it is best to place original forester near natural forest, so that he has some wood to chop until planted ones grow a bit.

As for houses, having a depot nearby is recommendable as citizens will take various resources from there, pretty much on a regular basis.

Anyways, both your asumptions were correct!
