You can only trade what you can produce (except for contraband items which require the Custom House upgrade to the Docks). You can only produce combs once you have unlocked them ;)
Anyways, the answer for the OP is still: just research more stuff, everything comes eventually.
I don't worry about making luxury items in the early game when the residents are needed to produce essentials - I buy luxuries in small amounts at the dock.
In the early game, gather stone and iron instead of building all the mines. This helps to keep resources free.
