Ghost Fleet no?
Playing as humans, for the first time ever the Ghost Fleet showed up, sent a rambling message to the effect that they know they're expected to join us, but didn't feel like it so DID NOT. Has this ever happened to anybody else, or might it be a glitch introduced as part of the new update? (I've always thought it's OP, but have taken them anyway).

Haven't run into that one yet. Did you change your default Govt this time around? Maybe they react differently to certain types?

I had that happen couple of times a while back; no idea what causes it. Recently they only did not join because I tried disabling pop-ups in menu - who knew that would default it to a "no" option? :D

This shouldn't be possible normally, like you described it - so, either it's a bug or you missunderstood what the Ghost Fleet event is all about:

You should get the possibility to chose if you want to give them money or if you don't and therefore reject their offer to protect AND to join you (which is NOT the same as the diplomatic offer of the same pirate-faction for the normal protection-money for not attacking you - that most times occurs before the text-/choice-message for the "real" event pops up ! :winter2019happybulb:).
So, are you saying that you chose to give them the money (25,000cr), but they didn't join you afterwards ? Or did you choose to reject their offer and then get the message: "You dismissed our ancient legends of unity." (which would also be what you described above, I think) ?
If the former is the case it might be a bug, but if the latter was the case it's completely normal and intended that they don't join you afterwards. :happens:

I've played this many times but it was in the wee hours of the morning and I suppose I might have hit the wrong button...

Exploration Policies can also have an effect on what the player can choose when it comes to getting to choose the Ghost Fleet:

Looking at your save it doesn't seem like it's an issue. In the exploration Policy settings you have your settings set to Investigate Report Major - this means that you're giving your AI control over making decisions regarding discoveries and that you'll only be getting reports. If you want to reenable manual control over said decisions you would need to set your exploration policies to Prompt. This'll bring up pop-ups requesting your input on some discovery.

That is something I specifically checked: it has no effect.
