People like me have https://www.guru3d.com/files-details/rtss-rivatuner-statistics-server-download.html running 24/7 [with scoop: scoop install rtss], and your graphics driver (whether Nvidia or AMD) has an option that more or less does the same.
Oh and changing my windows desktop refresh to lower number does not work either.
But you are correct.. in most Unity games I solve Unity's desire to churn out as many FPS as it possibly can regardless of the need.. by using a frame limiter.

Okay ... I have an old PC ... but to give you a real example I was able to run THE LONG DARK at more than 60FPS before they adopted the damned Unity ... after I stopped playing the game because the same system now run the game at 20-25 FPS max.
Because you save (literally) years in engine creation and months in terrible debugging issues.
(Yes, there are many things that are horrible about it, but please do consider the alternatives.)
What I don't understand is why there are still more than zero developers that use GameMaker.
By the way:
The Long Dark has always been on Unity.
In 2015 it switched to Unity 5, and in 2018 it again had a major Unity upgrade, etc.
Does it help your life notably if I install this and try to limit the FPS? (Well that's a late reply if there ever was one...)
I only have a 1440p144 screen though.
