Report a translation problem
It's a shame using these would add some realism into probably the least realistic, least fun, and most frustrating parts of the game -- CQB. For now you're stuck with grenade cheese or shuffle + lean.
EDIT: I guess the Operators Manual pretty much confirms they do nothing albeit in a round-about way instead of just stating they do nothing:
"The game allows only a very limited number of equipment types and corresponding visual and sound effects, which makes it difficult to add e.g. smoke and stun grenades, or anti-materiel rifle ammunition (to name just a few potentially worthwhile additions) with realistic properties. Workarounds are bound to represent a rough compromise and consequently come with their specific advantages and drawbacks."
"Smoke and stun grenades are far from realistic and represent a rough compromise, due to the game's severely limited options for equipment properties, i.e. hard-coded weapon types with unalterable effects like visual effects for explosions etc."
The stun grenades are meant to create an opening for you to enter / peek through a door without the enemy instantly shooting you.
