first click carrer button under the selection with the stars, than click into the field you want to up, when you happy with the outcome click the checkmark and pay the price.
first + cost 10 influence, if you want to go from 0 to 2 it cost another 40 for the second star on top.
you can use it whenever you coud develope a state point.
Using Career plans is 2 clicks. Is this really SO HARD that you want a manual?

Totaly my words. To learn the game is work. And the game in Dos Times were work sometimes too, but with a big manual.
When you make something so complex and something so incomprehensible, than make a manual.
I dont know what's wrong with dev making manuals or proper tutorials these days...
