Why wouldn't you need to move your staff around quickly and easily? To my mind, you put your most experienced staff in the busiest areas and this is not necessarily the order in which you hire them. Also, while small, your tavern staff need to be "all rounders" but a large establishment will do much better if you have specialised staff.
If you are moving waitresses about, btw, it helps to use a "special item spot" it can be put back into you inventory for further use once you have completed your current move actions..
