How to place plants in outside garden?

When I try to place plants outside it says "garden decorations can only be placed in outside garden". I've tried fencing the garden area. Is there a specific garden build setting I'm missing?

i think your garden is allocated in the tavern parameter so if you made a full size tavern you have to delete part of it . again i didn't try it as i wanted a huge tavern but thats what i thought

I think there are a specific set of Garden Plants listed under the Garden Tab.

The plants you can buy under Decorations are indoor house plants and cannot be planted in the garden.

i think all decoration except the wall items like pictures or curtans can be placed in the garden

There is an extra field next to the path on the door-site. I just realize it later than the tech-tree-option "garden" was researched. But it can be, and normally should be, seen when you got this research. Then you can place the garden plants and also tables and benches, bars and stuff.
