Region locked on SF30th, yeah, but no so much difference.
I don't use fightstick but with keyboard I also noticed some problems redefining keys on SF30th. Still here on Capcom AS1 also it does not let use some keys (special or symbol) to redefine them.
For me SF30th is better even it's not perfect overall. With a discount price, I bought it for 8€ and there are 12 different games/versions, so less than 1€ per game. Besides, you have artwork, data history, move list, etc. that you don't have here on Capcom AS, which are 1,25€ per game and no extras, just a small tutorial-manual & move list.
For users only interested on multiplayer experience, Fightcade is far better than any Steam version.
But as mentioned, Fightcade is the way to go for multiplayer. Emulation multiplayer lobbies far surpassed any retail attempt at multiplayer lobbies (always have, always will). I remember even 18 years ago playing Third Strike online via emulator, and netcode has come a long way since then.
I must say though, IMO nothing surpasses Third Strike online. Requires a lot of skill but it's a lot of fun if you have friends to practice with.

Update: in Capcom Arcade Stadium, it seem they update back with sun without the several red rays emanating.
Although in Street Fighter 6, if you play any Street fighter 2, there no sun and the censored still remain.
I frankly don't care about these nit-pick issues, and they didn't complain about the USAF emblem being removed (which the USAF had the right to request).
