Or, find where the options file is and delete it.
Deleting the users file does nothing, uninstalling it does nothing. I tried installing a mod over it. Nothing. Getting really frustrated as this was one of my favourite games from about a decade ago and I've never been able to play it since the moment I bought it on steam.
1 - Right Click Uplink in Steam > Manage > Browse Local Files
2 - Find "Uplink.exe" > shift+right click > Properties > Compatability
3 - Click "Change high DPI settings" at the bottom > Enable "Override high DPI behaviour" and select "Application" from the drop down menu
