why cant I register with steam ?

i really like this game and i think if you put enough work in to it will come out well it is very bugy with the holding the guns and sights but if you can get more people to work on it or if there is just 1 dev i think this game can become really good...

Cant open cause of my directx Says i gotta try to run the game without -dx12 on command line. How do i change that?thanks
