Why should it, because you say so? Your card is over 7 year old tech at this point. Drop settings to Low if Medium isn't working out for you. Upgrade your potato. Plenty of solid options out there to move to, look at AMD cards if you are strapped for cash.

Extreme take. I have a 3080 Ti, Ryzen 9 5900X and I have solid performance on High settings. Bumping it up to Ultra tanks my FPS though, but it looked like it was switching on all kinds of ray tracing features at Ultra.

I have a 2080 Ti and I can play the game perfectly fine. The auto detect for settings give me a mix of medium/high and I put textures on ultra and turned reflections to medium. DLSS quality 3440x1440 runs at 60-100 FPS. Only the hub and Skybridge tend to go as low as high 50s .
Why you even useing medium settings? Turn everything low or at least auto config and see it you can get better FPS with that. That card does not even support DLSS but FSR works everywhere right? So turn FSR up till you get FPS you like. I don't know its its possible at all to get >60 but you should be happy with >30 with a ♥♥♥♥♥♥ card like that.
Seriously, stop blaming the devs for the fact that you can not afford a new GPU.
