Why won't ignite activate on Raw Mangler Axe?

I'm dual wielding those axes which have 60 ignite status effect. On top of that both have a rune that increases ignite proc. Despite this I have never procced ignite, an AOE fire explosion, not even against bosses. All that happens is I proc burn, damage over time.

What's going on?

Unless the wiki is wrong about the status effect symbols. It would be nice if the game told you itself :\.

Hold up, looks like the symbols have changed since the wiki was made. Is what was once ignite now burn damage?

if it proc burn as you say then there is no ignite proccing. it's one or the other

You're doing burn proc because Raw Mangler Axe has burn proc, not ignite.

Ignite is the one just below burn, on the 2nd row of procs, at the right of smite, that is, right in the middle.

This game has 6 procs:
Bleed - weakness to physical damage
Burn - fire DOT
Poison - don't really know what kind of damage it applies (probably true damage), but it is still DOT
Smite - burst of holy damage
Ignite - burst of fire damage
Frostbite - limits max stamina and deals extra posture damage
