You have to go create the parts in the table and then go and put them where you wanted too and then actually build them? Is that the only way?

Yes, you place a blueprint that you crafted first to make sure you are happy with the placement and then once happy you complete the piece, that way you can plan out entire structures and/or paddocks etc without having to fully build it first.
