Thin out the enemy first. Spend time taking down one enemy at a time so that when you do have to make noise, you aren't assaulted but a ton of bad guys.
Stealth (the skill) will help you get into position without being noticed.
The enemies get tougher and better than you, so trying to go in with guns blazing will ultimately fail. Be patience and work your way into a given map tactically.
Mobility is key. Having fast-moving units should be a priority.
You don't always have to kill all the enemies. If you can meet your objectives, just move out.
All units should have silenced weapons.
Take advantage of height. Shooting down at your enemies gives you an advantage.
When your units do nothing on a turn, they get +2 APs for the next turn. Try to have 12 APs for all units just before a round when you want to do an assault of some kind.
Other than that, I dunno what to suggest. Play the game a lot in standard mode so you can restart the missions, play them multiple times and find a strategy for each mission that works for you. Then try hardcore mode once you are familiar with the maps and missions.
Good luck!
